The South Carolina Department of Public Safety has promoted Justin E. Rogers to serve as Commander of Troop 3 for the South Carolina Highway Patrol. Troop 3 includes Anderson, Greenville, Oconee, Pickens, and Spartanburg counties.
Captain Rogers has served as the Troop 3 Lieutenant since 2022. He was named commander of Troop 3 to succeed Kevin N. Brown, who was concurrently promoted to Major in the SC Department of Public Safety’s Division of Strategic Services and Planning (DSSP).
Captain Rogers has more than 19 years of law enforcement experience with the Highway Patrol. He began his career as a trooper in 2006, serving several years in Troop 4 before joining the Area Coordinated Enforcement (ACE) Team in the Upstate. There he ascended the ranks and was promoted to Lieutenant in 2019. He graduated from the FBI National Academy with Class 288 and is currently a member of the South Carolina Chapter of FBI National Academy Associates.

Williamson said. “Rogers has a proven record of leadership over the years, and that experience has prepared him to continue to lead and support troopers in the Upstate. I have no doubt that he will excel in his new role.”
Major Brown served as the commander of the Highway Patrol’s Troop 3 since 2021. Brown began his law enforcement career at the Oconee County Sheriff's Office in 2003, where he served for two years before joining the Highway Patrol in 2005. Since joining the Highway Patrol, he has served the majority of his career in Troop 3. In his new role, Major Brown will be overseeing special projects, special assignments, and providing operational support for technological advancements for our DPS troopers, officers, and telecommunications operators in the field.
