Before You Apply

Applications for the SFY-2026 In-Car Video Camera (ICVC) Grant Programs will be available March 17, 2025 through May 1, 2025 at 5 p.m. 

In order to apply, agencies must complete the training video for IntelliGrants at scdps.intelligrants.com.  Upon completion of the training video, the contact person for the agency will need to register with a username and password.

ICVC Grant Program Overview

The In-Car Video Camera (ICVC) Grant Program was established to provide financial assistance to law enforcement agencies in the initial purchase of In-Car Video Cameras and ongoing costs related to maintenance and storage recorded by in-car video cameras. This program was established through Proviso 63.8 of the South Carolina 2021-2022 Appropriation Act that took effect July 1, 2021. The ICVC Grant Program was placed within the SC Department of Public Safety (SCDPS) and assigned to the agency’s Office of Highway Safety and Justice Programs (OHSJP) to administer.  As stated in the proviso, “The SC Public Safety Coordinating Council shall oversee the fund and establish a process for the application for and disbursement of monies to law enforcement agencies. The council shall disburse the funds in a fair and equitable manner, taking into consideration the DUI enforcement activity of the law enforcement agencies, with priority given to those law enforcement agencies who prioritize DUI enforcement activity.”

  • A total of 69 qualifying law enforcement agencies have received ICVC grants awards in the amount of $5.23 million since FY 2023.
  • Applications may be submitted annually for new ICVC’s, supporting item costs, and yearly maintenance and/or storage costs associated with the ICVC Program.
  • Law enforcement agencies that submit an ICVC application will be considered for funding based upon the established grant funding guidelines.
